[rdup] Small fix for po/GNUMakefile.in

Hej,

the Makefile in the po subdir doesn't honor $DESTDIR all the time during
install.
I've attached a diff against GNUMakefile.in.

ps. There's always a slash after $(DESTDIR), that could cause problems if
DESTDIR isn't set and the remaining path is a relative.
